221 government officials have been promoted to the post of Joint Secretary. A notification in this regard signed by Sheikh Shamsul Arefin, senior assistant secretary of the Ministry of Public Administration, has been issued on Monday.
Out of the 221 promoted, 215 have been promoted with effect from Monday. Click 'Click' to view the list of 215 promoted officers.
As the remaining 6 people are working in Bangladesh embassies and high commissions in different countries of the world, their promotion will be effective at a later date, according to sources in the Ministry of Public Administration.
This promotion has been given based on the 22nd batch of administration. He was earlier promoted to Joint Secretary in November last year. In other words, within nine months, the officials of the administration got another big promotion to the post of joint secretary.
The promoted officers have been made Officers on Special Duty (OSD) of the Ministry of Public Administration. No order has been issued appointing new Joint Secretaries. Among those promoted are six officers posted in various embassies and missions abroad. It is known that out of the quarter of three hundred officers of the 22 batch, about two and a half officers were in the eligibility list for the promotion of Joint Secretary. Out of them 182 got promotion. Others are officials from the Economic cadre who were deprived of previous promotions.
Most of the promoted Joint Secretaries will be insitu (serving at the rank of Deputy Secretary or Senior Assistant Secretary) at their current post. It should be noted that due to lack of permanent posts, many joint secretaries already have to work in the lower posts, on top of that new promotions have been given. According to the rules, an officer is considered for promotion to the post of Joint Secretary if he has at least 15 years of service experience as a member of the concerned cadre with at least 5 years of service in the post of Deputy Secretary or 20 years of experience with at least three years of service in the post of Deputy Secretary.
According to the information of the Ministry of Public Administration, the number of joint secretaries stands at nine and fifty people with newly promoted people. Earlier, 175 officials were promoted to the post of Joint Secretary last November 2 last year. In all, three times as many joint secretaries will work in the administration as compared to joint secretaries holding government posts. The main consideration for promotion was the 22nd batch. Along with this, those deprived of previous promotions have come into consideration.
In the case of officials staying abroad, the concerned administrative ministry will issue an order to increase the salary scale of the posting post. After issuing the order, the promoted officer will join the promoted post and send the joining letter to the Ministry of Public Administration through the controlling authority. The promoted officer will get the pay and allowances of the promoted post from the date of joining the promoted post. However, in respect of Foreign Allowance and Entertainment Allowance, the rates prescribed by the concerned Embassy or Mission shall be applicable.
According to the 'Promotion Rules for Deputy Secretary, Joint Secretary, Additional Secretary and Secretary to the Government, 2002', 70 per cent of administrative cadre officers and 30 per cent of other cadres of deputy secretaries are to be considered for promotion to the post of Joint Secretary.
