In Jessore's Manirampur Khedapasa Unit Parishad (UP) to get the birth certificate, the service recipients have to pay the money to get the birth certificate. UP Secretary Abdul Alim is taking 3 times the government expenditure per certificate without taking the policy of Nitkam. It is alleged that he has been receiving 3 times the amount of government expenses per certificate.
It is alleged that the government cost on the birth certificate is 25 taka for children below two years and 50 taka for the above-mentioned children, but the secretary is taking 120 to 150 taka per certificate.
Also, to correct the error in the birth certificate, the government cost is taking 250 to 300 rupees instead of 100 rupees. In Khedapaja Uninet Parishad, the complaint against the Secretary has been found to be true. The secretary is also taking 3 times the prescribed fee from those who are applying for the birth certificate from outside the council.
Abdur Rahman, a college student of Mamudkati village, said, ‘I have applied for the birth certificate of my father and mother's three people and submitted it to Khedapaja Unitaan Parishad. The secretary has taken Tk 150 for my birth certificate, Tk 130 for father's birth certificate and Tk 120 for mother's birth certificate.’
Rabiul Islam, a van driver of the same village, said, ‘I have applied from outside to get the certificate of my 2 years old boy and submitted it to the council. The secretary has charged Tk 150. After the request, he took 20 rupees less after the request. ’
The complaint has been filed, if the secretary does not act as he said, he misbehaves with the service users. If he wants to pay less money, he gets angry and sends the file. If he gives less money, the secretary writes down the account.
Sumaita Khatun of Kashipur village said, ‘I have given money as per the advice of the secretary 5 months ago for the birth certificate of my husband Mobaidul Hossain. After a few days when I went to get the certificate, the secretary said, ‘The file is not getting it.‘ Later, I have to give the certificate again with new documents and money.’
Anatar Hossain, the founder of the Khedapasa Unitn Parishad, said, ‘Tk 150 has been fixed for the new application of the birth certificate after meeting in the council two months ago.’
Abdul Alim, secretary of the council, said, ‘Even if you apply from outside, you have to pay 50 rupees to the entrepreneurs to get the certificate. Also, the price of paper ink has increased.’
Abdul Alim Jinnah, chairman of Khedapa UP, said, ‘We are talking about taking 100 taka in the new application of the birth certificate. I can't say how much money the secretary is taking. I will discuss and decide.’
Mohammad Hussain Shaukat, Deputy Director of the Local Government Department of Jessore, said, ‘If you apply from outside, there is no opportunity to take more money than the government fee of the birth certificate. The secretary of the Khedapasa Unity Parishad will be investigated.’
